In 2025, PARTISIPA adapted its strategy to focus on systems strengthening, policy influence, and targeted technical assistance—shifting the program from activity delivery to enabling national and municipal institutions to lead.
Key achievements included the national rollout of digital management systems for roads and water, piloting climate-resilient infrastructure, and strengthening women and persons with disabilities participation in planning and budgeting processes.
The program’s adaptive and evidence-driven approach led to increased government ownership, better planning and budgeting, and stronger collaboration with partners, while also embedding climate resilience and addressing operational risks.
Lessons learned informed program redesign, positioning PARTISIPA to further institutionalise reforms and expand inclusive, sustainable infrastructure and services in the next phase.
